Kerry certainly didn't. He went to Paris and had meetings with Madam Binh,
while at the time he was both a U.S. citizen, and a U.S. Navy reservist.


Madam Binh was the Provisional Revolutional Government (PVR) negotiator.

Kerry stated he had talked with both delagations (both of which were of the
communist North Vietnam government, and the Viet Cong).


That amounts to `treating with the enemy'.


Not long `after' those meetings....Kerry came back to the states, he was in
front of the Senate Foreign Relations Committee, advocating the Viet Cong
party line in regard to the Vietnam war.
