After the suggestion from Bill, I have examined the state of the comms port
after running Binkley with the mode command and without.  The state of the
comms port for each case follows:

Without mode command:

baud     = 19200                  parity   = NONE
databits = 8                      stopbits = 1
TO       = OFF                    XON      = ON
IDSR     = OFF                    ODSR     = OFF
OCTS     = OFF                    DTR      = OFF
RTS      = ON                     BUFFER   = N/A

With mode command:

baud     = 19200                  parity   = NONE
databits = 8                      stopbits = 1
TO       = OFF                    XON      = ON
IDSR     = OFF                    ODSR     = OFF
OCTS     = ON                     DTR      = OFF
RTS      = HS                     BUFFER   = N/A

The only differences would appear to lie in the RTS and OCTS parameters. 
With this in mind, I will limit the alterations to these two parameters,
starting with RTS on this poll, and OCTS on the next poll if RTS is not the
problem.
