Doug, internal modems have the UART on board and most respectable modems
14.4k and above shipped with a 16550 on board.
Her computer may not have a UART if the motherboard does not have any onboard
com ports.
As for the 'garbage', that's typical of noise on the lines that wasn't
trapped by the error-correcting in the modem. Generally this is either (1)
the error rate has increased beyond what the EC can keep up with, or (2) the
EC has been inadvertently turned off.
What speeds are these problems occurring at?
