Use x'00' for "in development" software. This is the
long-established custom.
Once you apply for a product code using the form found in FSC-0002.003,
you'll be requested to use x'fe' until such time as the FTSC modify FTS-1
for use with 16-bit product codes.
Do not use x'ff' under ANY circumstances at this point in time. It is
reserved by the FTSC.
