Seems to me you haven't caught on to the meaning of the word
"international" yet ... and let me add "co-operation"
to that.

It is a well known fact that any zone-2 region-segment is scanned by
ERRFLAGS with a config-file available to all interested parties. Segments
from other zones are not scanned as a rule ... sometimes I have a
manual-peek and I notice it is not as bad anymore as it was during the
90-ies when there was even a Z1-sysop listing his shoe-size. But some of
the entries remain hilarious.
