Its tripe, otherwise they wouldnt have been speculating on whether she would support Borbridge or Goss if she held the balance of power. Maybe you have just mangled the question of WHICH of the two gets government if they have equal numbers of seats and there is one independent. In THAT case she would determine which was government, but wouldnt be signing any guarantee that she would always vote for any particular bill with that party that got government. But then not even party members do that, you can always 'cross the floor' if you want to. Corse you stand a good chance of fucking your re-endorsement prospects for the NEXT election too if you dont watch out.
