I thought so *years* ago,  back when a camera was a whole lot more bulky. 
Why do you think that power would be that much of an issue?  You don't want
the airfcraft to get further away than your control radio can reach, 
anyhow,  and that doesn't require a whole lot of power to get a camera
signal back the other way.
