  Stop the "other process".

  *Any* use of the drive counts as "in use".  This includes any DLL
  on that drive that is referenced by a currently executing program, any
  open file, and any swap file.

  If you run the PSTAT command, you can find out what DLLs are in use in
  your system, and their full path names.
