  If it's just language text that you want, try using message files
  (use the MKMSGF utility and the DosGetMessage call).  Have a different
  message file for each language.

  If you want to load resources from a resource-only DLL, you can still
  use WinLoadDlg, WinLoadMenu, WinLoadString, WinLoadPointer and so
  forth.  Just use the module handle returned from DosLoadModule.
