NOT with a _properly_ configured mailer... ie: one with a defined
international dialing code setup... the prefix of the international dialing
code completely negates the possibilty of dialing a *local* emergency (or
otherwise) number... "local" being the operative keyword as that
has been the whole argument since this thing started...
