We have, and they are still far from free (except in Hull where they
were free because of a historical peculiarity in that they were run by
the local authority and not the post office). :-(
(Oh, and some cable TV companies providing telephone connection provide
free calls to other subscribers on the same cable system, but cable
is only available in large urban areas and I live in the sticks...)

In fact there is only one Internet provider who provides local call
access throughout the UK and until recently, when they introduced it, I
had no local POP from any Internet provider, they were all LD calls.

Getting slightly on topic (sorry Peter) this is a sore point with me
(and Andrew) because IBM EMEA DAP have moved completely to the Internet.
and have shut down their BBS. I have currently got no access to the DAP
except for specific messages to and from them (which I get through this
BBS which is Internet connected). So my main access to OS/2 programming
expertise is throgh this echo (and my thanks to all of you who help out
in answering the queries here, I'm learning by lurking).
