As I do not run a POTS mailer any more, and 000-phone numbers were not in
the nodelist when I was running it, I cannot confirm, nor deny the problem.

I can state that I have had "auto dial" equipment (non fidonet)
actually  dial 000 when that wasn't what it was supposed to do.
