I ran a POTS mailer for years - with no mention of 911 (or 000) in my
configs. I didn't have to because there was no need for anyone to set such
stupid phone numbers in the nodelist.

There is still no such need if people run *proper* TCP/IP mailers. Even
those running kludged POTS mailers do not need this - they can always run a
readily available utility to adjust the nodelist their their personal
peculiar requirements.
