No, it was not.
 
I knew about it because I was day-to-day (as a matter of speech) being
briefed by several concerned R50 sysops and points. The other ZC's were
left unaware.
 
Eventually RC50 sent a mail to Malcolm with what I assume the very briefest
information that 516 people had answered in a poll.
 
Malcolm must've thought this was a large number in view of the numbers in
his own zone, then realised how many people participate in R50. That
changes the picture.
 
It was also not communicated to Malcolm how many of these 516 were "in
favor". I was told 55% which would be in the magnitude of 310 people
... out of how many?
 
Ehr ... 7%? ... 8%?
