Making a 33.6 connection is 95% phone line capability, and 5% luck.  I've 
played with plenty of USR modems and SFM 33.6s, and have never had a problem. 
 At this point, ROM code is fairly stable.  It's not always easy to find 
problems in copper wiring.  Corrosion, switching equipment, water, etc, all 
can have an effect on line condition.
