Just install Netbios on the OS/2 machine.  It will talk just fine to the WFWG 
Netbeui machines (as well as Win95 and WinNT machines).  You may have to use 
explicit UNC paths on the command line (using the NET USE command) to connect 
resources between the two machines though since either machine may or may not 
show up in the 'browsing' section of the other machine.
