I wasn't the IT boss back then so I just reported it to my boss back then,
so it was a bit easier. I'm not sure what I'd do now, but I may just
throttle their internet connection and wait for them to come to me. (should
it happen again and I discover it anyway. if I hear about it some other way
I don't have much choice in what to do -- report it to the controller and
the HR guy, gotta CMA...)
