no/yes - depends what you mean.

to an observer on the ground in the case of the ice-bound insulation once
it detached it fells/slid downwards. when it hit the shuttles wing there
was a significant difference in velocity.  (no)

from the view of the passengers the "g-forces" of the liftoff tore the
insulation loose and it struck the wing.  (yes)
