This requires a level of skil and judgement on behalf of the parent
that many parents cannot attain. Particularly those with drug problems,
but adult ADHD probably wouldn't help.
Closer ties with extended families might help.

Sounds like you want to improve society - very reactionary and the 
ultimate un un-pc.
