yeah, yeah, yeah... however, just like your dial translation table example,
POTS mailers can easily be configured to NOT dial numbers with 000- as
their country code ;)

my FD POTS nodes don't even attempt to dial those numbers... however, my FD
IP nodes on the very same machine do dial them... by the same token, those
FD IP nodes do not attempt to dial POTS numbers whereas the POTS nodes have
no problems with such... same software, same machine, all running at the
same time with the same nodelist and the very same nodelist indicies O:)
