Armchair cops could tune a standard broadcast receiver to an image frequency and listen to dispatch. In my community they could tune a TV to either channel 4 or channel 5 and listen to the units in the field talking to dispatch. I was performing my Naval Reserve 2-week summer duty at NavyMars in 1973 when we received pallets and pallets of old LAPD mobile units. The director of NavyMars had no idea what they were, but thought maybe they could be used for hams.
