There is no way to do this under OS/2 -- because it is not necessary for
the programmer to worry about such things.

If the system is currently over committed,  your program will be swapped
out;  if it is not,  your program will remain in memory -- this is a
_feature_,  since your program will be ready to run right away for users
that have more memory.
