Ask LTUAE. They have LTUAE net to avoid P4 and those who seem incapable of
finding a protologist to remove their ingrown copy of P4...

I've seen clues from the US that indicate that Backbone status is what
determines it for echos that pass outside of nets. I suspect that the
Moderator and NC make that ruling for Net based echos. Apart from that who
knows...
