I doubt Xlaxnode would care. It does do dial translation on each phone
number, but I suspect it must do the substitution first.

I'm more concerned about what happens when it tries to do dial translation
on "-unpublished-", and whether or not the substitution would
work properly if the hub were "-unpublished-".
