You're right, he hasn't. I was thinking of Clarence Ray Allen, executed in
2006.


All the same....there were laws enacted over the crime he committed, that this
latest guy, Gardner, *should* have been netted by before he ever hurt anyone.
It didn't work.


There is a freeway overpass I drive under two or three times a day, that is
named for Davis's victim, Polly Klaus.


The main law that *should* have prevented this latest outrage from happening
was *Megan's Law*, that Clinton signed into law in 1996.


It didn't work.


Parole personnel were supposed to have this guy on their radar on a constant
basis. They didn't.


This guy's case is a failure all the way along the line.


Instead of the 11 year sentence he should have gotten, he got six.


He got out in three years.


There are all sorts of reason this guy fell through the cracks. Maybe the
taxpayers will luck out and he'll get `executed' by one or more of his fellow
inmates. Inmates who go to prison for his sort of crimes are extremely low on
the social scale in prison exercise yards.
