Start with the Wall Street Journal.  You are aware, I assume, that Apple
has withdrawn its participation in Taligent and the thing that used to be
Taligent is now a wholly owned subsidiary of IBM?  And that something
around half of the Taligent employees were laid off?

I would be more confident if I knew the long term plans for it, if indeed
there are any long term plans.  Taligent starts to look fairly foolish
without OS/2 for the Power PC, which IBM has aleady annonuced will be
severely curtailed.
