I think that as long as there's no support for "solid archives" in ARJ, 
and/or a completely different algorithm is being used, RAR will most likely 
offer better compression.
However, I think the over all performance of ARJ is better. For example, ARJ 
is better for batch file use etc, while RAR offers a GUI. AFAIK ARJ is both 
backward and forward compatible, while RAR is not (you can't unpack a RAR 
v.2.0 archive using RAR v.1.50, and the same goes for PKZIP archives).
Also, ARJ has a better "feeling", or spirit if you would like to use that 
word.
Btw, why don't you try and find out yourself ? :-)
