no, they don't need to... however, the users of that software need to tell
that software where it resides and what is considered loacl, long distance,
or international for their locale... it isn't really all that much work...

FWIW: it was exactly this portion of the setup stuff that caused me to
really take a look at and study how the teleco's stuff is set up and
works...
