 Well of course, just as some are more equal than others...
 I live and teach in the Commonwealth of Virginia also a
 "right-to-work" state.  Striking is illegal only for public
 employees.  There is a significant amount of "working to the letter
 of the contract" that tends to keep the bureaucrats more or less
 reasonable.
 Those in the private sector can, and do, go a bit mad sometimes.
