Point 2: The above passage is the ONLY reference I have found to Arachne Packages (*.APM). I have no idea what they are apart from a suspicion that they may correspond to *.EXE or *.COM files, but with the extension changed for the reasons outlined in the extract above. And why would I need one to install an OOK? I can do it as easily as copying a file into the OOPS subdirectory and then either editing Arachne's CFG file or opening Options and rewriting one of the shift-Fx key functions.
