It sure does, after a fashion. The Help file gives this:

Point 1: I have written a couple of batch files with the OOK
extension, and set up to call them with one of the user
programmable shift-Fx key functions. I can call them from within
Arachne, and they run and pass me back to Arachne when they exit.
Fine. But FTP07 and FTP-WIZ which I have tried this way work no
better than when I do an alt-E or alt-X out of Arachne and run
them from DOS.

Point 2: The above passage is the ONLY reference I have found
to Arachne Packages (*.APM). I have no idea what they are apart
from a suspicion that they may correspond to *.EXE or *.COM
files, but with the extension changed for the reasons outlined in
the extract above.

And why would I need one to install an OOK? I can do it as easily
as copying a file into the OOPS subdirectory and then either
editing Arachne's CFG file or opening Options and rewriting one
of the shift-Fx key functions.
