     If you mean a echomail network like Fidonet sent over the
     internet or other method then you will have to do some hard
     work.  If you mean just your bbs then its a snap.  Most
     bbs packages will have security access levels you can setup
     for the above purpose to divide groups into certain echos.
     I know Telegard (my software) has a great access syste like
     that.  But if you mean a QWK network over the 'net then
     it'll require more work.
        
     There are only a few (maybe just a couple) bbs packages that
     support a QWK style network.  On the other hand there are
     all tons of bbses that support QWK as a DOWNLOAD method
     of mail.  But to setup it up as a network with downlinks and
     uplinks and mail transfers is another matter.

     The main thing is how will your users from BBS A download mail
     on BBS C from their qwk system?  You'd have to hae that
     user download the mail or request it or have it come to
     the bbs on a regular basis (like when posted).

     Theres many such issues like this.  QWK is a very hard
     format for a mail network.
