ignoring that first line isn't really a quirk... the first line(s) are
generally comment lines... most of the time the contain information about
who/what built the file... those comment lines start with a semicolon and
there can be additional comment lines further inside the document but most
processors will not keep them if they rewrite the file...

what i'm trying to say is that the only lines that should be being skipped
are those starting with a semicolon...
