A dive program (even full-screen dive) starts out as a PM program.  If you
want to write/port asm code to do the graphics,  that's just fine --but
your program will have a shell PM program to handle menus and the like
(which is best written in something like C)

A fs-dive program is switched to full-screen mode by a user keystroke (I
think it is alt-home),  at which point many PM functions (menu messages,for
example) will not be sent anymore,  until the user switches back to PM
mode.
