Is that a standard DIN type keyboard, a PS/2 type with the mini-plug, or a
USB keyboard?
A USB keyboard will NOT function until AFTER Win98SE (or later) completes
the boot. There is no way to access the BIOS SETUP with one of those.
If a 'standard' or PS/2 keyboard, do the lights on it work at all, any
'flash' or whatever during power-up?
If no 'flash' from the keyboard lights when you hit the power on switch,
check near the keyboard socket on the MB for a tiny "Micro fuse",
about the size of a grain of rice. It is a 1.5A fuse (although a board I'm
looking at right now shows "5A", will be labeled as "F1, F2,
F3" (one for the Keyboard, two more for the USB), and controls the +5V
to the keyboard. I have replaced several over the years that have blown for
no apparent reason, keyboards were NOT shorted, etc.
