Bell Canada now imposes a "demarcation" jack in phone installations.  The 
phone company's position then becomes: anything beyond the demarcation point 
into the house is the customer's responsibilty and anything prior to the 
demarcation point rests with the phone company.  The demarcation jack makes 
it really easy to test if the problem lies with the rest of the phone wiring 
inside the house, or whether the problem is "outside".
Not many Canadians are aware of this, but demarcation jack installations are 
FREE even in homes where the phone lines are already installed.
