The fact of the matter is that I no longer run a POTS mailer so *my* system
is obviously not going to dial emergency services.

Of course my IBN system isn't going to be able to contact those 000-nodes
either because they've chosen to put their IP in yet another field that my
software doesn't know about (and my ZC has removed).
