I don't see any need to change from Txy to T:xy really.  Whoever gets
elected to the FTSC may have a different idea though.

No need.  The idea is to get HRN used as the primary nodelist format used
for distribution by the ZCs.  Then people without a HRN compiler can use
software (like rnlcvt but more complete) to convert to St Louis.  Once
that's done, the St Louis flags after the "Operating [Dialup] [FTS-1]
[at] [phonenumber]" should be copied verbatim from the HRN if you're
converting to St Louis format.  But people shouldn't be _regularly_
converting the existing St Louis nodelist to HRN format
unless they have a dire need to (because the nodelist will normally be
distributed in HRN format by the ZCs).  That's the plan, anyway!
