We might take a shot at it if we knew what OS, network software, and TCP/IP 
stack you were running. 
I'll take a WAG (wild a** guess) from 'network control panel' and 'DUN' that 
you're running either Windows95 or WindowsNT. If you're dialing a local ISP; 
find out if he assigns static or dynamic IP addresses. What you put into the 
network control panel (if anything) depends on his answer.
Why would you want to run TCP/IP when you aren't using dial-up networking,if 
you've only got 3 machines all on the same local segment?
