This we have heard before on other referenda but the point simply is that
unless one actually crashmails each and everyone of those sysops one never
is certain that the message arrived. Even when it arrived one has no way of
determining that it actually was read, and if it was read then there is not
that much opportunity to ascertain that the message was actually
understood.
 
Probably a discussion-item from as long as Fido exists.
 
There is a difference between sending, routing, receiving, reading and understanding.

Alas, that is universal I fear. Decline continues to a particular level
where it will even-out and stabilise. Question is where that point lies.
