   I don't see that as the main obstacle to computer use in public schools. 
Yes, more cash would be nice, but IMHO, the biggest problem is that public 
schools have the wrong ratio between hardware/support.  The schools I've seen 
are very gung-ho about purchasing/getting grants for hardware.  But when it 
comes to training people and spending money for computer support, they're so 
cheap they're hurting themselves.
