If all mailer-developpers would include code in their programme not to dial
a number for which no dial-translation is active then "91-1" and
"000" would never be a discussion-issue.
 
The "91-1" for India would never be dialed in North America to
reach 911, "000" would never be dialed for Australian emergency
services.
