1. Yes it is indeed. The first lines of the DOC file are
                              WATTCP FTP
                             Version 0.70
                     Erick Engelke and Dean Roth

2. I have no idea. It's just that it was suggested I should use
it as an external for Arachne but it wasn't explained to me how I
should do that.
