The problem remains that

a) Use of internet remains taboo in many workplaces in the UK. It is
percieved as a way of wasting time/accessing porn. It is not allowed.
The decisions are taken by non-technical people, and are non-negociable.

b) I don't have time to learn a load of new technologies (www, tcpip), I
am supposed to be doing other things.

BBS solves both of these. IBM has loads of BBS's, and the DAP could have
a few private echos on them inside the ibmNET. The resources required to do
this are trivial.
