   Use PMSEEK to search for other copies of the emx dlls.  Probably you 
   installed some software that had the emx dlls bundled with it.

Another wild guess: If you are using rsx (perhaps so that you can
run emx programs while MS-Win is running), then the message indicates
that you need to upgrade rsx. 

I tested the rsx which appeared in the gtex package from CTAN, and the
messages disappeared.
