I ahve no idea what the quality of your phone lines is, I was just mentioning
a variable in getting fastest connections.

There can be many factors.  Perhaps "this guy" has his modem set up wrong.
Perhaps his lines are poor.  Perhaps he has too much load on his computer...
There are many things that can affect connection rates.
