I can only speak for the UK, but scanners for sale here never have any
bits of the spectrum "nobbled". Paradoxically, although the laws here are
pretty strict about what you can and cannot listen to, it is quite 
ermissable
to sell, buy and own a radio that is capable of picking up Cellphones, the
Police, Cordless phones etc. Of course you mustn't ACTUALLY listen to
these :-))
Don't quote me on this, but some European countries demand that Rxs have
blocks on the spectrum outside of the broadcast and ham bands. ISTR
reading that in Germany, even SW receivers have to have some parts of their
range blocked.
