Hey! The IC's word is law.

Besides, all of those systems who listed 000-phone numbers are
*uncontactable* by my BinkP system. Isn't Fidonet about interconnectivity?

I beg to differ. I *have* had properly configured auto dialling equipment
ring Emergency services on more than one occasion when it took upon itself
to have a minor brain fart. Luckily I was present every time. It could
happen with unattended software/modem combo.
