There is no "might" about it.  The fact that the FBI knew of the
intended bombing was proven in court.  The actual bomb-builder
was an FBI plant/informant who received the FBI's go-ahead to
build a *real* bomb instead of an *inert* bomb because the
charges and sentencing would be more severe if it were real as
opposed to a dummy.
As to your latter guesses about whether the FBI intended for the
actual explosion to take place, I would hope that it was a
screw-up, and not intentional.
