In fact you can just run a batch like this (for OS/2 with SIO, assuming 
null-modem to be on COM2 and remote's DTR to be connected to local DCD):

:wait
su 2 dcd
: ^^^^^^^^^^ this checks for DCD on COM2: using SIO.
if not errorlevel 1 goto wait
max -p2 -b115200
goto wait
