Section  9.3  of  the  Annotated  Reference  Manual  says that "Member
functions [...] have external linkage  by  default  [unless  they  are
declared  inline,  static  or virtual]". This is similar to non-member
functions declared in a header file.

No.  These  are C features. He always wanted to keep C++ as compatible
as possible to C.
